Unified Charger: Saudi Arabia’s Mandatory USB-C Regulation

Following the EU’s lead, the Saudi government has officially mandated USB Type-C as the unified charging port for all mobile devices and electronics sold within the Kingdom.

Executive Summary: USB-C Mandate

  • Authority: SASO and CST
  • Phase 1: January 2025 (Phones, tablets, headphones, cameras, etc.)
  • Phase 2: April 2026 (Laptops and high-power portables)
  • Impact: Without USB-C, you will be denied the required SABER P-CoC and customs clearance.

The Enforcement Timeline

The mandate is being rolled out in two distinct phases to give manufacturers time to adjust their production lines:

Phase 1 (Jan 2025)

Mandatory for Mobile Phones, Tablets, Digital Cameras, E-readers, Video Game Consoles, Headphones, and Portable Speakers.

Phase 2 (Apr 2026)

Mandatory for Laptops and more complex portable electronics requiring higher power delivery.

Technical Specifications

The regulation isn't just about the physical port. It also mandates the adoption of the USB Power Delivery (USB-PD) standard to ensure that chargers are interoperable across different brands and device types. Engineers design products to optimize physical laws—which are logical and permanent. Compliance, however, requires navigating regulatory laws—which are bureaucratic, shifting, and highly localized.

Impact on Importers

SASO inspectors and customs officers are now checking for USB-C compliance during the SABER registration process. Any new product model failing to include a USB-C port will be denied a Product Conformity Certificate (P-CoC). This also intersects with CST Type Approval for devices that feature wireless tech alongside wired charging ports.

Exemptions

Devices that are too small to house a USB-C port (e.g., certain hearing aids or tiny medical sensors) may apply for a technical exemption. However, these are granted on a case-by-case basis after a thorough review by SASO. Do not assume your device is exempt simply because it looks small to you.

Frequently Asked Questions (FAQ)

Does this apply to existing stock in Saudi Arabia?

Usually, no. The rule generally applies to new imports entering the country after the phase deadlines, not products already on shelves.

Can I just include an adapter in the box?

No. The primary port built into the regulated device itself must be USB-C. Dongles and adapters do not fulfill the mandate.

Does it apply to wireless chargers?

The mandate is specifically for wired charging ports on devices. If a device relies entirely on wireless charging and has no wired port at all, it may require specific clarification from SASO.
