UAE TDRA Reinforces Mandatory Customs Permits for Telecom Imports

In a move to strengthen market surveillance and ensure equipment safety, the Telecommunications and Digital Government Regulatory Authority (TDRA) of the UAE has reinforced its requirement for mandatory customs clearance permits for all imported telecommunications devices as of February 2026.

What This Means for Importers

The TDRA has clarified that telecommunications equipment is categorized as "regulated goods" within the UAE. This means that a standard Type Approval certificate is only the first step. For each shipment, a specific Customs Clearance Permit must be secured prior to the equipment's arrival at UAE ports of entry.

Critical Compliance Steps:

  • Pre-Arrival Permit: Applications for customs permits should be filed through the TDRA portal well before the vessel or aircraft arrives.
  • Technical Standards: All devices must comply with UAE technical standards covering RF, EMC, health/safety, and SAR requirements.
  • Local Entity Requirement: Permits must be requested by a TDRA-registered local importer or a foreign manufacturer with a local authorized representative.
